William Fulbright, 1983. The U.S. Student Program The Fulbright Program was established in 1946 under legislation introduced by then Senator J. William Fulbright of Arkansas. It is sponsored by the Bureau of Educational and Cultural Affairs of the U.S. State Department. The program aims to "increase mutual understanding between the peoples of the United States and other countries" through the exchange of persons, knowledge and skills.
